High-fidelity comps are not the answer and makes it difficult to transmit the ideas. Should the owner be the Marketing or IA.
Information forced to fit into the design if iterative design can't be used or if there is expense to change. There isn't a sense of what the priorities of the design would be.
What is the background of the marketer. Is there a user advocate, analytics, etc.

What is being communicated
There is a difference between the comps as a reflection of an idea and the priority of the specific elements that need to be implemented. In particular, there could well be technical limits if Development isn't invoked in advance of the sign-off of the comps.
